The
name of this organization shall be the AMERICAN CHIROPRACTIC COLLEGE
OF INFRARED IMAGING, hereinafter referred to as the College.
The College is a division of the Council on Diagnostic Imaging,
hereinafter referred to as the Council, a clinical Council of the
American Chiropractic Association, hereinafter referred to as the ACA.

ARTICLE
II - OBJECTIVES
A.
To act as the official spokesman for the members of the
College.
B.
To recommend criteria for certification, ethics, and
professional competency, which are necessary and desirable to qualify
for and maintain membership.
C.
To promote, assist and publish research in infrared imaging by
members.
D.
To advance the specialty of infrared imaging in the
chiropractic profession.
E.
To assist in the objectives of the parent organization, the
Council.
F.
To maintain a Board of Examiners in infrared imaging which
shall be known as the American Chiropractic Board of Infrared Imaging,
hereinafter referred to as the Board.

ARTICLE
III - MEMBERSHIP
A.
Categories of Membership.
1.
General Membership
General membership in the College requires successful
completion of the infrared imaging certification examination given by
the American Chiropractic Board of Infrared Imaging (formerly known as
the American Chiropractic Board of Thermography), or, prior to
September 1988, successful completion of Part 2 (Diplomate) of the
examination given by the American Board of Clinical Thermology
(predecessor to the American Chiropractic Board of Thermography).
General membership in the College also requires current
membership in the American Chiropractic Association and the Council on
Diagnostic Imaging.
2.
Honorary Membership
Honorary
membership is granted to a non-certified doctor of chiropractic, a
professional in another health care field, or a lay person who has
been elected an Honorary Fellow of the College.
Honorary members shall have all the rights and privileges of
regular members except holding office and voting.
3.
Retired
A member of the College who has retired but who wishes to
maintain college membership may be granted Retired status upon
application to and approval by the Executive Committee.
4.
International
a. Qualified
chiropractors practicing outside the United States and its
possessions.
b. International
members have all the privileges and benefits of general membership
except voting and holding elected office.
c. International
members who choose to be general members have all the privileges
attached thereto.
B.
Membership Committee
The Executive Committee shall serve as the membership committee
and approve all applications before membership is granted.
C.
Renewal
1. Membership
in the College may be renewed annually, subject to the payment of the
annual dues and approval of the Executive Committee, after
satisfaction of any one of the educational requirements listed below:
a.
Attendance at an
approved seminar or symposium on infrared imaging, such as would be
credited toward certified status, for 12 or more credit hours.
b.
Teaching of an
approved seminar on infrared imaging, such as would be credited toward
certified status, for 12 or more credit hours for those attending the
seminar.
c.
Writing and
submitting a paper, which is accepted, to the College on infrared
imaging.
2.
Annually a complete list of College members in good standing
shall be published in the ACA Directory by the College secretary.

ARTICLE
IV - DUES
A.
The general membership shall pay annual dues in the amount of
one hundred dollars ($100.00) due and payable on or before the first
day of October, which shall be the beginning of the fiscal year.
The dues period shall cover October 1st to September 30.
A reinstatement fee and payment of annual dues shall apply if a
member fails to pay the annual dues by the first day of January
following the beginning of the fiscal year.
B.
Honorary Fellow members shall be considered to be granted life
membership, without dues, upon their election.
C.
Retired members shall pay annual dues in the amount of fifteen
percent (15%) of general member dues.
D.
International
Dues for International Members shall be twenty percent (20%) of
general membership dues.
E.
Assessments
An assessment, not to exceed the amount of annual dues, may be
levied against general members by a two-thirds (2/3) vote of the
members attending the annual meeting.

ARTICLE
V - ELECTED OFFICERS
A.
Elected officers of the College shall be: president,
vice-president, secretary-treasurer. They, along with the past president, shall be the Executive
Committee, which shall conduct the business of the College between
regular annual meetings.
B.
The officers shall be elected for a one year term at the annual
meeting and shall serve until their successors have been qualified and
elected. An officer may
be elected to serve not more than two (2) consecutive terms in any one
office, excluding the secretary/treasurer.
C.
Nominations and Elections
Nominations for the officers of the College shall be made by
the Nomination Committee that shall consist of the three proximate
past presidents of the College, with the immediate past president as
chair of the committee. The
Nomination Committee shall file a report of its nominations with the
Secretary/Treasurer of the College not less than sixty (60) days
before the annual meeting. Thirty
(30) days before the annual general membership meeting, ballots shall
be mailed to all College members listing the selections of the
Nomination Committee and providing for write-in candidates.
All ballots must be returned (in envelopes provided) to the
College Secretary postmarked seven (7) days before the annual general
membership meeting. All
ballots received late or with erasures or changes on the ballot form
will be voided. The
ballots are to be opened and counted in the presence of a
representative of the ACA Board of Governors.
D.
Removal from office
Any College officer may be recalled by a petition signed by 25
percent (25%) of the College General Members.
The petition demanding the recall shall contain the reasons for
the recall petition.
1.
The Executive Committee of the Council shall investigate the
charges, and if sufficient reason is found for recall, shall order a
ballot of the General Members of the College.
A majority of the votes cast shall be necessary for a recall
ballot to be initiated.
2.
If the recall is to be accomplished, the vote to recall the
officer shall consist of a majority of the ballots cast, which must
also be at least one more vote than was originally cast to elect the
officer.
3.
The office thus vacated shall remain vacant until either the
next annual election or a temporary appointment is made by the
president of the Council on Diagnostic Imaging, on recommendation by
the Executive Committee of the College.
E.
Duties of elective officers
1. President
a.
The president shall
preside at all regular and special meetings of the College.
b.
The president is an
ex-officio member of all regular and special committees of the
College.
c.
The president shall
be subject to the control of the Executive Committee.
d.
The president shall
carry out such other regular duties of president as outlined in
Robert's Rules of Order, Newly Revised, Current Edition.
2. Vice
president
a.
The vice-president
shall assist the president in his duties.
b.
The vice-president shall assume other duties as the president
directs.
c.
The vice-president
shall serve as chairman of the Honorary Membership committee.
d.
The vice-president
shall carry out other duties of the vice-president as outlined in
Robert's Rules of Order, Newly Revised, Current Edition.
3. Secretary/treasurer
a.
All monies received
by the College shall be deposited with the secretary/treasurer.
b.
The
secretary/treasurer shall carry out the regular duties of the
secretary and treasurer as outlined in Robert's Rules of Order, Newly
Revised, Current Edition.
4. The
College shall provide for bonding of all officers having
responsibility for Board funds.
5. Each
officer shall report the activities of his office to the other
officers on a quarterly basis.

VI - COMMITTEES
Committee
Chairmen and members shall be appointed annually by the President with
the approval of the Executive Committee.

VII - ETHICS
The
College shall establish, with assistance of legal counsel, and
maintain Guidelines for Professional Responsibility for the
professional conduct of its members.

ARTICLE
VIII - CERTIFICATION BOARD
A.
The Board shall be known as the American Chiropractic Board of
Infrared Imaging.
B.
Membership to the Board shall be by appointment of the
Executive Committee of the College and ratified by the Executive Board
of the Council. The
appointments are to be made, according to criteria specified in the
bylaws of the Board, from a list of qualified candidates, who are
members of the College in good standing, with the approval of the
candidate himself. There
shall be one or more names submitted for each vacancy.
No person shall serve on the Board who is an officer of either
the Council or the College.
C.
The Board shall be governed by their own rules and regulations
provided they do not conflict with the Constitution or Bylaws of the
College, the Council, or the ACA. The Board Bylaws shall include a provision for disposition of
complaints.
D.
The Board shall give a written report to the College and
Council in connection with all their meetings, including committee
meetings, according to provisions specified in the bylaws of the
Board. The reports will
be kept on file with the secretary of the Council and College.
At least one member each of the College and ACBII Board shall
attend the annual meeting of the Council.

ARTICLE
IX - DUTIES OF THE COLLEGE TO THE COUNCIL AND TO THE ACA
A.
The College functions under the authority of the Council, and
the College supervises the activities of and maintains authority over
the Board. The ACA House
of Delegates is the legislative body of the ACA and determines
specific ACA policies, aims and purposes.
ACA Council on Diagnostic Imaging and its American Chiropractic
College of Infrared Imaging and American Chiropractic Board of
Infrared Imaging function as subordinate arms of the ACA, operating
only within their specific delegated fields.
The Council, College, and Board must act pursuant to and in
conformity with ACA policy.
B.
The Council, College, and Board shall not act on a major issue
on which ACA policy has not been adopted, until an applicable ACA
policy has been adopted. The
ACA President, with the approval of the ACA Executive Board of
Governors, may authorize the Council, College, or Board to act in the
interim in the absence of ACA policy and set forth the conditions
under which such action may occur.
This may occur when the Council, College, or Board President
presents a written application to the ACA President stating why it is
necessary and desirable to act in the absence of ACA policy, and
setting forth in detail the proposed policy.
C.
The College shall have the following duties:
1.
To submit a written report of activities prepared by the
secretary of the College for presentation at each annual Council
Symposium. It is the Council's responsibility to submit this report to
the ACA prior to the annual meeting, in accordance with ACA bylaws.
2.
To submit a complete list of College officers to the ACA
annually. A list of Board
Certified specialists in infrared imaging, and their status, is to be
submitted to the College, Council, and the ACA annually by the Board.
3.
To submit a quarterly report of all current activities and all
proposed activities to the Council president and secretary.
It is the responsibility of the Council to provide this
information to the ACA Board liaison on a quarterly basis.
4.
To submit a complete set of College bylaws biennially to the
Council for submission to the ACA.
When amendments are made, in accordance with Article XIII, it
is the responsibility of the College to obtain the changes as approved
by the House of Delegates, up-date the bylaws, and submit an up-dated
set of bylaws to the Council and to the ACA within sixty (60) days of
the close of the ACA Annual Meeting.
5.
To have an accountant's review or report conducted through the
ACA home office on its finances, including income and expenses, on an
annual basis, prior to the mid-winter ACA Executive Board of Governors
meeting and to submit this report to the Council.
It is the responsibility of the Council to submit this report
to the ACA annually in accordance with ACA bylaws.
D.
The College, in cooperation with the Council, shall place a
disclaimer on all published materials.
E.
The College shall be responsible for the aforementioned
reports, activities, and finances for its Board being submitted to the
Council.
